Implementation
Challenges
The
Cleveland Gasification project has been slowly moving forward since
serious discussions began in 2006. As with any major project, the
process to implementation is slow by design and all interested parties
are given a voice at the table. Cleveland's Mayor, Frank Jackson, a
staunch supporter of the project is leading the charge to make this a
reality.
Before
construction is green-lighted, there are concerns that will need to be
addressed to the satisfaction of intervenors. These parties are calling
for:
A
study of Cleveland's waste composition;
A
market analysis for the sale of by- products and revenue generated by
receiving waste from Cleveland disposal companies and possibly other
locations;
A
review of findings from plants that already employ this technique;
Assurances
that a plant could safely handle the volume of material the City would
give it; and
Assurances
that hazardous materials like dioxins, lead and mercury will not enter
the plant and that monitoring and containment systems will be adequate.
Once
these concerns are addressed the discussion will turn to a campaign to
educate the public and the plant siting process. IEC supports the
idea of siting plants on existing "brown field" sites.
